The current sociopolitical context presents significant challenges to citizen trust in public institutions, making it essential to investigate the strategies they implement to foster it. This study aims to identify the strategies used by state institutions to promote trust in administrative sanctioning procedures in adverse environments. A systematic literature review was conducted using the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) method, which allowed for the compilation and analysis of recent research in this field. The findings indicate that the most effective strategies include transparency in management, accountability, and ongoing training for officials. These practices contribute to reducing the perception of corruption and arbitrariness, critical elements in restoring trust. Furthermore, it is highlighted that digitalization and the implementation of citizen participation mechanisms support the strengthening of institutional legitimacy. In conclusion, the study emphasizes that public policymakers must continue to refine and adapt these strategies to build citizen trust, which is ultimately critical for the proper functioning of public administration in challenging sociopolitical contexts. Furthermore, it suggests future research examining the long-term impact of these strategies on public perception and their adaptability to different contexts.
