This study aims to analyze disaster risk management strategies implemented in Ecuador, evaluating their effectiveness in reducing natural disasters and proposing improvements based on international experiences. A qualitative methodology was employed through a systematic literature review, selecting eight relevant studies using the PRISMA method. Inclusion criteria focused on research related to risk management, resilience, and public policies in Ecuador. The results reveal significant progress, such as the inclusion of the Risk Management Axis in the National Development Plan 2024-2025 and the Comprehensive Risk Management Plan for Quito with an investment of USD 864 million. However, structural challenges persist: 34% of the population in Esmeraldas lives in high vulnerability conditions due to financial and technical limitations. In education, 78% of academic programs are concentrated in private urban institutions, limiting access for rural communities. Technologies like Sentinel-1 data have proven effective for monitoring landslides but are unevenly implemented nationally. The conclusions emphasize the need to decentralize resources and technical capacities, integrate accessible technologies with local knowledge, and strengthen community education. Additionally, independent auditing systems are recommended to ensure transparency in the use of funds allocated to risk management. International experiences highlight the importance of public-private partnerships and transparent information to improve disaster resilience. This analysis contributes to designing more inclusive and sustainable public policies aligned with the Sendai Framework for Disaster Risk Reduction 2015-2030.
