The reviewed articles indicate that despite a legal framework, government control in Peru faces significant limitations. These are primarily due to a lack of training, scarce technology, and a weak institutional culture of accountability. This situation fosters corruption, leading to negative impacts on politics, the economy, and society. Successful regional experiences underscore the importance of adopting technologies, investing in training, and promoting transparency. Citizen participation and robust implementation of internal control (SCI) are vital for strengthening oversight and mitigating risks. Efficient public management and strong governance, driven by ethical leadership, strategic planning, and continuous improvement, are also essential. Technology modernizes administration, and well-managed public investment drives development. Specific control methods, such as concurrent supervision at the municipal level, have proven effective.
