Abstract

In the enriching and incessant praxis of the Bolivarian Revolution, a process that places the human being as a historical subject, and on the threshold of this investigation that proposes a theoretical, conceptual, axiological and teleological framework, to promote strategic guidelines for the Bolivarian National Armed Forces, aimed at the protection of strategic material in the Eastern Strategic Regions of Integral Defense (REDI) within the framework of National Security. From this worldview, the Venezuelan oil industry is linked to the economy as a productive activity, as well as a source of activity that generates growth and territorial expansion; As a productive activity, it is constantly growing by incorporating technology, equipment, machinery, generating jobs, and demanding goods and services produced in the country. From this contextualization, it is essential for the development of the Nation to guide action strategies that help to counteract the trafficking of strategic material to Petróleos de Venezuela, S.A (PDVSA), which affects the operation of the main oil industry. country, by armed groups and mafias that traffic strategic material; These illegal practices directly affect the PDVSA industry, generating economic losses. The research is included in the positivist paradigm, quantitative approach, governed by a descriptive field level, as a data collection strategy, the dichotomous questionnaire survey was used, which was applied to the study population. In this sense, the findings denote that for the (REDIOR), it is an essential task to integrate, cooperate, assist and coordinate the necessary activities that correspond to be carried out in order to counteract the smuggling of strategic material and thereby guarantee the Security of the Nation, based on in integral development, with a rank of relevance within the framework of public policies, tending to preserve national sovereignty, to maintain territorial integrity, by generating the necessary security conditions to face these threats.
