This article analyzes how project management and government oversight are essential for the effectiveness of public investment. It is observed that project management optimizes resources and profitability through leadership and technology, while government oversight combats corruption and fosters citizen trust through internal control and oversight systems. Despite its critical importance, its application in the Peruvian context faces significant challenges, including a lack of staff training, limited technological adoption, and a deficient institutional culture, which exacerbates corruption and distrust in public investment. In conclusion, while theory establishes project management and government oversight as indispensable pillars for transforming public investment into an engine of sustainable development, promoting transparency and quality, practical implementation is still limited by barriers that require further study and overcoming regulatory ignorance.
