Abstract

This systematic review highlights how strategic planning and digitalization are reshaping educational policies in Latin America by analyzing 44 studies from 2020 to 2025 on strategic planning, digital modernization, governance, pedagogical innovation, and sociocultural impacts. It shows that planning ceases to be a mere technical procedure when combined with transformative leadership and collaborative teams, resulting in real improvements in management and equity. Although digitalization remains uneven, it streamlines processes and enhances learning when integrated with teacher training and inclusive access. The review confirms that effective policies rely on reliable data, adequate funding, and community engagement, as their absence exacerbates inequalities and increases workload. It also underscores that pedagogical innovation and social commitment foster well-being, cultural resilience, and community cohesion, offering a practical roadmap for policymakers, school leaders, and educators aiming to make education a driver of social justice and sustainable development.
