Teacher professional development constitutes an essential component in the modernization processes of public educational management in Latin America. This article presents a systematic review of innovative strategies and practices aimed at strengthening pedagogical competencies, educational leadership and technological integration of teachers. Through the PRISMA model, 16 studies selected from academic databases such as Scopus, PubMed and ScienceDirect were analyzed, applying rigorous inclusion and exclusion criteria, the results of which highlight the effectiveness of approaches such as learning communities, educational innovation, continuous digital training and collaborative networks, which contribute to the improvement of educational quality and institutional efficiency; however, structural limitations persist, such as the politicization of management, the limited impact evaluation and the lack of technical support. It is concluded that the articulation between pedagogical innovation, teacher training and institutional leadership is key to consolidating modern, efficient and citizen-centered public educational management.
