The objective of this article was to review the use of natural resources in the generation of public funds to improve economic development and environmental sustainability whose economy depends on their exploitation. PRISMA guidelines were followed to ensure a rigorous and transparent analysis of the selected articles and to critically evaluate the available evidence. 25 articles from various disciplines were obtained: economics, political science, environmental management and social studies, leaving 11 for discussion. Among the results, it was determined that natural resource revenues are key to financing public services, although they involve risks such as price volatility, overexploitation and social conflicts. It is concluded that in recent years the use of natural resources to finance public expenditure has gained importance in developing countries. A high energy dependence slows down the progress of underdeveloped countries by diverting resources from growth and using foreign currency in fuels instead of tools and technology. Natural resource funds are valuable tools for managing the wealth derived from oil extraction in producing countries. However, its success depends on transparent governance, a well-defined legal framework, and public participation in decision-making.
