Abstract

Administrative management faces significant challenges due to the diverse epistemological conceptions that permeate it, which in turn affect its effectiveness. This research aims to identify the epistemological barriers that hinder the effectiveness of jurisdictional protection in the administrative context. Through a systematic review applying the PRISMA method (Preferred Reporting Items for Systematic Reviews and Meta-Analyses), qualitative and quantitative methodologies were employed to analyze relevant studies, focusing on how these conceptions influence administrative practice and access to justice. The findings indicate that training and continuous education in epistemological knowledge are essential to improve the quality of public services. However, gaps in the literature hinder a comprehensive understanding and application of these approaches. Additionally, rigid administrative structures and resistance to epistemological change were identified as critical obstacles affecting the responsiveness of the system to social demands. The most relevant conclusion of this study highlights the need to reintegrate and reformulate existing paradigms in administrative management to optimize the effectiveness of jurisdictional protection, thereby promoting more equitable and efficient access to justice. This research opens the door to future studies that more broadly address the cultural and epistemic dimensions of public administration.
