This research focuses on the analysis of legal terminology used in the verbs "to favor," "to promote," and "to facilitate" within drug legislation in Peru and three representative countries: Colombia, Mexico, and Chile. This topic is of critical relevance considering the growing problem of controlled substance use and trafficking, which affects not only public health but also security and human rights. The aim of this article is to identify and analyze the differences in the use of these terms, reflecting how such variations can influence the implementation of public policies. A systematic review article was conducted, in which relevant sources from existing literature were collected and analyzed to establish clear comparisons. The most significant findings indicate that, although the terms share meanings in different contexts, their divergent interpretations can have major implications for law enforcement and the social perception of drug use. In conclusion, this research emphasizes the need for a thorough and clear review of drug-related legal terminology, suggesting that an approach more aligned with human rights and public health could benefit both policy development and the reduction of social stigma toward drug users.
