Resumen

The objective was to analyze Strategic Planning and State Modernization, guiding this modernization to the workforce through a systematic review. The review was carried out during april 2025, in databases such as Scopus, Pubmed, SCIENCEdirect, through the equation: (“Strategic Planning”) AND (“Public Healthcare Modernization”) AND (“Health Workforce”). A series of inclusion and exclusion criteria were applied to the identified articles, working with a final sample of 15 papers. They are presented in the results through a table with the main summaries and conclusions and are discussed below. It was concluded that the modernization of the health system requires an integrated approach that covers infrastructure, workforce planning and continuous professionalization. Only through a coordinated strategy that strengthens each of these elements will it be possible to achieve an efficient, resilient health system adapted to the needs of the 21st century.
