This article presents a systematic review of the role of public management as a key factor in institutional development in Latin America, with an emphasis on the Peruvian context. Based on an analysis of 27 studies published between 2020 and 2025, the article examines theoretical approaches, management models, determinants of administrative efficiency, and monitoring mechanisms applied in budget programs. The evidence reveals that the integration of ethical leadership, digital transformation, organizational culture, and results-based management directly impacts the consolidation of more efficient, transparent, and performance-oriented public institutions. Significant progress is identified in countries such as Mexico, Colombia, Brazil, and Peru, but persistent structural challenges remain, including institutional fragmentation, underfunding, and weak intersectoral coordination. The study concludes that adaptive, territorially sensitive, and evidence-based public management is essential to strengthening public value and institutional resilience in the region.
