Resumen

The general objective of the research was to analyze how the actions of the Peruvian National Police (PNP) influence the effectiveness of the execution of the protection measures issued in accordance with Law No. 30364. The methodology used was a qualitative approach and documentary analysis, based on a sample of articles, books and jurisprudence (primary sources) from indexed databases and public institutions. The results indicate that the PNP's performance is key as an executing body, but its effectiveness is limited by institutional and operational shortcomings. An insufficiency of human, material and logistical resources (OE1) was identified, which prolongs intervention times. In addition, limited training in the gender and human rights approach (OE2) causes inadequate and revictimizing responses. Inter-institutional coordination is weak and disjointed with entities such as the MIMP, CEM and the Judiciary (OE3), and there are deficiencies in the monitoring and registration of measures (OE4) due to the lack of updated databases. The main conclusion is that police effectiveness is conditioned by structural and operational factors, which prevents the full realization of the right of victims to a life free of violence. It is essential to strengthen the operational structure, gender-responsive training and functional articulation to bridge the gap between norm and practice.
