Corruption and limited accountability in public administration will continue to constitute a structural problem that undermines citizens’ trust and affects the legitimacy of state institutions, particularly in contexts characterized by high levels of administrative discretion and opacity. In this scenario, the incorporation of emerging technologies will be positioned as a relevant alternative to strengthen transparency, institutional control, and citizen participation. This article will aim to identify the implications of combining blockchain and e-government for accountability and citizen participation in public administration, analyzing how this technological convergence will contribute to strengthening control mechanisms and improving the relationship between the State and citizens. To this end, a systematic review article will be conducted following the PRISMA approach, through the identification, selection, and critical analysis of scientific studies indexed in international databases, published between 2020 and 2025, related to blockchain, e-government, transparency, and citizen participation. The results will show that the integration of blockchain into e-government platforms will strengthen the traceability of administrative acts, reduce discretion, improve public auditing, and generate higher levels of institutional trust, which will positively influence citizen participation, both directly and indirectly. It will be concluded that the combination of blockchain and e-government will be consolidated as a strategic tool to strengthen accountability and promote more transparent, trustworthy, and participatory public governance, provided that its implementation is properly articulated with solid regulatory and institutional frameworks.
