The objective of this systematic review was to analyze the effect of the National Anti-Corruption Policy on the transparency of public procurement in a state entity in Trujillo. The PRISMA 2020 methodology was applied, and indexed databases such as Scopus, ScienceDirect, Scielo, Redalyc, Google Scholar, and ProQuest were consulted, selecting 67 empirical studies published between 2021 and 2025. Rigorous inclusion criteria were established, and specialized software was used for bibliometric analysis and narrative synthesis. The findings showed that the most frequent types of corruption were bribery, collusion, and sextortion, especially in public procurement and healthcare. It was identified that ethical behavior is conditioned by systemic pressures, while legal sanctions are weak or selective. In contrast, digitalization, citizen monitoring, and the use of artificial intelligence strengthen the detection and deterrence of corrupt practices. In conclusion, the National Anti-Corruption Policy, while necessary, is insufficient if it is not complemented by technological mechanisms, ethical leadership, and institutional culture. Effective transparency requires the integration of regulations, technology, and ethical governance, in accordance with theSustainable Development Goal 16 of the United Nations (UN), which promotes peace, justice and strong institutions.
