The general objective of this research was to elaborate a legislative initiative to integrate street commerce into the formal economy of the district of Victor Larco, covering economic, social, tax and educational aspects. The study had a qualitative approach with a phenomenological-hermeneutic design, which included 230 street traders. The results highlighted the need for policies that regulate access to public space, simplify bureaucracy and facilitate the use of advanced technologies. The implementation of artificial intelligence would improve the regulation and monitoring of informal trade. In conclusion, the importance of simplifying administrative procedures, providing basic infrastructure, access to financial and educational services, and designing a comprehensive legislative initiative for the effective integration of street traders into society was underlined.
