The general objective of the research was to analyze public policies and local social development, dairy farms, Peru. It used the quantitative method which produces descriptive data, originating from data collection. In addition, it was supported by the documentary-bibliographic review. In addition, the inductive-deductive method was applied. The analytical-synthetic method was also used. The study population consisted of 1,062 people, made up of institutional managers, communal municipal authorities, and beneficiaries of the dairy farms in the district of Julcán. The sample consisted of public servants, with a census sampling of 59 participants, and beneficiaries, selected through a simple random probability sampling of 278 people. The conclusion is that it is imperative for the Peruvian State to adopt a social responsibility that goes beyond mere regulatory compliance. This means a proactive management aimed at generating welfare and sustainable development. It is time to empower the dairy farms.
