Abstract

E-Government seeks to take advantage of the capabilities of ICTs to modernize and optimize the relationship between citizens and the government, generating a more agile, efficient administration focused on the needs of society. Given the lack of the above in the place of study, the general objective was to determine an e-government model that optimizes the processes and facilitates the public services of the cadastre department of the GAD Puerto López. The methodology is based on a mixed approach, qualitative by the historical-logical methods, analysis-synthesis, bibliographic review, it is quantitative by the mathematical-statistical method, information was collected through a questionnaire addressed to the employees of the cadastre department to diagnose the current processes of the management of the same, which resulted in the processes and services being slow, and inefficient, there is no automation of information, lack of e-government policies, little publication of needs, obsolete technological infrastructure. Therefore, an Electronic Government model was designed where laws, norms, functions of human talent, and technological requirements were established, the same proposal that was validated by expert judgment reaching favorable answers in terms of feasibility for its application, it was determined that it is achievable, and understandable by its detailed description conceptually and graphically.
