This study focused on the establishment of urban planning that is essential in the way local governments are managed in Peru. Study that was developed through the quantitative, non-experimental study method. The documentary analysis was done by collecting data, then the review and evaluation of the information was carried out, considering the context of the study. On the other hand, an exhaustive scientific investigation and a systematic and descriptive review were carried out on a wide range of articles from indexed journals from 2019 to the current year, 2024. These articles were collected from various search platforms, such as Scopus, SciElo , Redalyc, Latindex, ProQuest, among others. The ineffectiveness of the administration of local government resources with regard to the creation of urban plans. Indeed, urban plans are vital technical tools for urban planning and are essential to promote the planning of growing cities. On the other hand, technology, science and innovation also play an important role in mitigating sustainability problems in urban systems. This must be achieved through the proper management of urbanization, which contributes to sustainable development through increased innovation and productivity. Indeed, 80% of the Gross Domestic Product (GDP) worldwide is made in large cities, which demonstrates the importance of effective urban planning.
