Abstract

GARRIDO-LEYVA, Hebert John  and  SAAVEDRA-SILVERA, Orlando Sócrates. Towards a Digital State: the importance of interoperability in government modernization. Revista InveCom [online]. 2025, vol.5, n.1, e501083.  Epub Dec 11, 2024. ISSN 2739-0063.  https://doi.org/10.5281/zenodo.12549467.

The objective of this work was to determine to what extent interoperability as a technological mechanism for interaction, interconnection and exchange of information between public entities has been implemented in Latin American states in the last five years. The methodology used has resorted to a systematic analysis of scientific articles, whose objective of study is based on the use of technology as a pillar of the modernization of the State. Ten articles from Latin American countries that have been generated in the last 5 years have been analyzed, the same ones that have been searched in SciELO, Web of Science, Scopus and have been systematized in matrix tables so that we can determine to what extent interoperability has been installed in the countries of this geographical and temporal space. as a way of tending to the installation of the Digital State. The information collected allows us to establish that the digital architecture of Latin American countries is not sufficient to guarantee interoperability that is efficient and effective. It is concluded, therefore, that there is no Digital State in Latin America.

Keywords : digital government; digital architecture; interoperability.
