Spending efficiency refers to the ability of governments worldwide to use financial resources optimally, ensuring that each monetary unit invested generates maximum educational and social benefit. This issue is especially relevant in a context of growing citizen demands for high-quality public services, such as education, health, and infrastructure, in addition to fiscal restrictions derived from economic and health crises, such as the covid-19 pandemic. The objective of this research is to analyze and evaluate the efficiency of spending in the public sector during the period 2018-2022, with a special focus on the education and health sectors, in the context of fiscal restrictions and economic challenges arising from the COVID-19 pandemic. To address the methodology in this article, a systematic review was mainly used. Allowing the consolidation and rigorous analysis of existing evidence on the subject, providing a comprehensive and critical view of previous studies. This was essential to establish solid and well-founded conclusions about the efficiency of public spending, as well as to propose recommendations based on the best available evidence. The effect of financial management skills and experiences during the period studied was crucial for the efficiency of public spending. Reforms aimed at improving transparency, accountability and budget planning were found to significantly optimize the allocation of resources in areas such as education, welfare and infrastructure.
