This study deals with the analysis of citizen participation in decision-making and the significant contributions in the comprehensive strengthening of civil society and local management. To respond to the approach, a structured methodology was proposed with a qualitative, descriptive and exploratory approach by resorting to documentary sources under a systematic review to specify the categories and keywords proposed in this research. 40 studies were selected from indexed journals that met the inclusion criteria. The technique of collecting information was carried out by means of bibliographic records, followed by a critical analysis. It is concluded that citizen participation is a pillar to establish an open government and strengthen democratic management with greater legitimacy in the State; therefore, it is seen as an element of efficiency between the State and democracy, in order to recover credibility in the rulers and fight for the common good, which is necessary to promote open and participatory dialogues with comprehensive perspectives; Likewise, it is necessary to guarantee government oversight and transparency and expand new channels or resources for decision-making.
