The Incentive Program (PI) seeks to promote improvements in public services at the local level, to motivate employees to improve their performance in government entities; Hence, the objective of this study was to examine the management of PI in local municipalities of Peru and its impact on administrative decision-making. The research is based on a systematic review following the PRISMA protocol, whose search sources were Scopus, Scielo, Dialnet, ResearchGate and evaluation reports related to the PI; 260 documents were initially selected with a range of 2018 1 2023, excluding duplicates and irrelevant ones and selecting thirty-six (36) scientific articles and five (5) studies from previous years due to the importance of the theories presented, with a result of 41 quotes included in total. As a complement, a semi-structured interview was applied to 18 state and local officials and servants in this country. The findings reveal that various municipalities in Peru were unable to comply with the commitments of the Incentive Program due to deficiencies in their management capacity and an unstable organizational structure; Likewise, insufficient management was identified to generate own resources that allow them to maintain themselves and satisfy the essential needs of the population.
