Abstract

The objective of this research was to develop a digital governance model that promotes citizen participation in a municipality of Piura. The methodology used was basic, with a descriptive-propositive level, a non-experimental design and a quantitative approach. We worked with a sample of 385 citizens, to whom a 35-item questionnaire designed with a Likert-type scale was applied. This instrument was validated by a panel of experts and presented a reliability index of 0.830, determined using Cronbach's Alpha coefficient. The results revealed that 41% of citizens never participate in forums or debates, 31% almost never do so, 14% participate occasionally and only 4% expressed frequent participation. These findings show a low involvement of citizens in spaces of public deliberation. In conclusion, the implementation of a digital governance model is essential as a technological tool that encourages active and effective citizen participation in municipal decision-making processes, contributing to the improvement of public management and the strengthening of local democracy.
