The article examines public investment in higher education in Ecuador between 2017 and 2022, in the context of meeting Sustainable Development Goal (SDG) 4, which seeks to ensure inclusive, equitable and quality education. Despite a significant investment of USD 17.4 billion, equivalent to 2.12% of GDP, the country faces challenges in terms of access and educational quality, especially in rural and less developed areas. It highlights the importance of conducting case studies in universities that have received different levels of investment to analyze the impact of these resources on educational quality and access to higher education. The article also mentions the need to adjust investment policies to ensure that all students have access to high quality education. In addition, a literature review is proposed to synthesize findings and provide recommendations for future research and public policies based on the evidence gathered. The methodology of the study includes a descriptive approach, using quantitative data from official sources.
