The objective of the research was to design a public management model of comprehensive care for users with physical disabilities in state facilities in Ecuador. The research methodology was basic, with a descriptive-propositive level, a non-experimental design and a quantitative approach. On the other hand, a sample of 143 users with physical disabilities from these centers was used, to whom a questionnaire composed of 23 items was applied, with a Likert-type scale that was validated by expert judgment and presented a reliability index of 0.845 determined through Cronbach's Alpha. The results revealed that 31% of the users indicated that there are almost never enough technicians to provide care, and another 31% said that only sometimes there are personnel available. In conclusion, it is necessary to propose a public management model for comprehensive care, as these results are cause for concern. The sum of both percentages underscores the need to improve coverage, ensuring that it is commensurate with the care provided to this vulnerable group.
