The integration of Open Educational Resources (OER) in online higher education has gained prominence in recent years, especially after the COVID-19 pandemic. These resources, which are freely accessible, have been considered key tools for improving access to educational materials and fostering the development of digital competencies. However, despite their potential, the effective implementation of OER faces several challenges that limit their use in certain educational contexts. There are technological gaps and limited digital literacy among students, which hinders access to and adequate use of these resources. Despite the potential benefits of OER, there is not enough consolidated evidence on their real impact on the development of digital competencies in online higher education. The objective of this research was to conduct a systematic literature review to analyze how the integration of OER contributes to the development of digital competencies in online higher education. The methodology used consisted of reviewing twelve (12) recent studies related to the use of OER, focusing on identifying trends, challenges and good practices. The results obtained show that OER improve access to educational resources, foster learning autonomy and contribute to the strengthening of digital competencies such as information search and evaluation. However, it also highlights that lack of teacher training and technological barriers remain major obstacles. OER represent a valuable tool for the development of digital competencies, but their successful integration into educational environments requires overcoming pedagogical and technological challenges.
