Mobbing, or workplace harassment, is a growing problem in the global workplace, characterized by systematic psychological attacks that affect the mental health of workers, the organizational climate and productivity. In Peru, the lack of specific regulation aggravates the situation, putting at risk the labor rights established in the Constitution. This article analyzes the characteristics, consequences and regulation mechanisms of mobbing in the Peruvian public sector, through a systematic literature review under the PRISMA protocol. A total of 157 records were identified in databases, of which 137 were considered after eliminating duplicates. Subsequently, 87 records were reviewed and 50 were selected for full-text evaluation, of which 33 were excluded for not meeting the inclusion criteria. Finally, 17 studies were incorporated in the qualitative synthesis and 6 in the quantitative synthesis, ensuring the quality of the information collected. The results show that mobbing not only affects the health of workers, but also reduces their performance and weakens team cohesion. The research concludes that it is urgent to implement effective public policies to strengthen the protection of labor rights and promote a more equitable and healthy work environment. In addition, it highlights the need for a specific regulatory framework to address this issue in the public sector, guaranteeing fair and respectful working conditions.
