Abstract

ALCALDE POMA, Ramón Fernando; NINA-CUCHILLO, Josue  and  SANCHEZ AGUIRRE, Flor de María. Impact of meritocracy on the performance of public servants in Latin America: a systematic review. Revista InveCom [online]. 2025, vol.5, n.4, e504008.  Epub June 12, 2025. ISSN 2739-0063.  https://doi.org/10.5281/zenodo.14675016.

Meritocracy is key in public management to strengthen efficiency, transparency and institutional professionalization. The objective of this study was to analyze how meritocracy influences the performance of public servants in Latin America. For this purpose, a systematic review was carried out following the PRISMA method, classified as basic and with a descriptive approach. The review used the Scopus, Web of Science, Scielo and Google Scholar databases, taking into account the defined inclusion and exclusion criteria, and considering the period between 2020 and 2024. The initial process identified a total of 935 articles, of which, applying the aforementioned criteria related to date, type of document and thematic relevance, 15 were finally selected for further analysis. It was concluded that meritocracy has a positive impact on the performance of public servants in Latin America, but its effectiveness depends on solid institutional contexts, transparency and regionally adapted reforms.
