The government of Ecuador, in accordance with Article 3, Section 5 of its constitution, has the fundamental duties of planning national development, eradicating poverty, and promoting sustainable and equitable development. In this context, during the health crisis caused by COVID-19, the Humanitarian Support Law was passed with the aim of addressing its economic effects. This law was approved by the National Assembly on June 19, 2020, with 116 votes and published in Official Register No. 229 on June 22 of the same year. Its main purpose is to reactivate economic sectors affected by the pandemic, many of which were in recession. The law seeks to guarantee job continuity through agreements between employers and workers, as well as to grant flexibility to companies in meeting payments, thus protecting employment and promoting economic stability in the midst of the emergency.
