The study analyzed the constitutional right to work of substitute workers in the canton of Pastaza, in relation to Ecuador's Organic Law on Public Service. The objective was to determine the feasibility of regulatory reform that would guarantee job stability for this group. A qualitative methodology was applied, with a non-experimental and cross-sectional design, based on analytical-synthetic and exegetical methods, as well as interviews with legal professionals specializing in labor matters. The results showed that, although the regulations recognize certain rights of substitute workers, legal loopholes persist regarding enhanced job stability and adaptation of the work environment, which has led to recurring legal disputes. It was concluded that it is necessary to reform the Organic Law on Public Service to include provisions that ensure job security and comprehensive protection for substitute workers in accordance with international regulations.
