Abstract

The purpose of this article is to analyze the barriers to digitizing information from the property registries of Zaruma, Marcabelí, Piñas, and Huaquillas (El Oro province) in Ecuador, within the framework of Resolution 008-NG-DINARP-2023. This regulation establishes guidelines for implementing computer systems that guarantee security and document protection. The research, which is qualitative, descriptive, dogmatic, and exploratory in nature, employed analytical, deductive, and documentary methods. Interviews with ten open-ended questions were conducted with registrars from the four cantons. The results show that the lack of budget, technological resources, and specialized training limits compliance with the deadlines established by the regulations, hindering innovation and digital transformation in these agencies. It is concluded that investment and training need to be strengthened in order to achieve efficient and secure registry management.
