The general objective of this article was to determine the legal effects derived from the legal concept of the declaration of public utility for the purpose of expropriation, to satisfy the needs of public order in the cantons of Chimborazo. The qualitative research was based on the documentary review of legal norms on the subject and information provided by institutions in Chimborazo, regarding the Declaration of Public Utility during the period 2019-2022. In conclusion, the main legal effects of the Declaration of Public Utility for the purpose of expropriation were obtained, which are compliance with administrative due process, the transfer of assets owned by individuals to the assets of the Decentralized Autonomous Municipal Governments, with the purpose of satisfying the public interest in exchange for the payment of a fair price and compliance with the established guidelines and the right to defense.
