The Organic Code of Citizen Security and Public Order Entities establishes the requirements for police officers to be promoted within the institution. The objective of the investigation was to determine what training programs or specializations police officers of the Metropolitan District of Quito received during 2021 in order to be able to access the promotions referred to in Article 94 of the Code. It was a research under the mixed modality, documentary and field, for which the analytical-synthetic and hermeneutical-legal methods were used and as a research technique documentary observation and survey were used, with a non-probabilistic random sample of 40 police officers from Quito. It was concluded that in the Metropolitan District of Quito during the year 2021, training courses for police officers were not scheduled or carried out, violating their constitutional rights.
