This study aims to identify the Potential Management Capacity Index in a government institution to diagnose its effectiveness, relate its situation to previous research findings, and identify bottlenecks that limit agility and effectiveness in project management. The methodology applied is the HAT Test, an instrument designed to describe how human action operates in the economy and determines the characteristics of economic behavior profiles. It was administered to 37 employees from administrative, communication, and project areas. The index allows for a descriptive analysis to determine whether the distribution of profiles is adequate or not within the institution. Its result of 0.608 is interpreted as an efficient development of 60% for each proposed project, indicating that corrective measures must be taken to improve the PMCI through proper internal organization.
