Community participation in citizen security plays a preponderant role for the State security forces and society in general. The purpose of the research was: Analyze the main foundations of citizen participation as a strategy for the development of citizen security in Venezuela. Methodologically, it is developed as a descriptive research of a documentary type, using as a technique the review and document recording of various printed and electronic sources. Among the findings, the theoretical and legal foundations of a participatory and leading democracy stand out, which is aimed at promoting within the Venezuelan police model various ways to prevent expressions of violence and criminogenic factors that affect the social system, as a prevention strategy. It concludes with a dissertation that complements the analysis carried out, towards the growing impulse that must be given to participation in communities as main centers of crime prevention and social advancement jointly with police authorities.
