Abstract

The impact of public policies implemented by the Provincial GAD of Pastaza on the development of the Kichwa indigenous nationality during the period 2019-2023. The research is justified by the necessity to evaluate the effects of public policies on one of the most vulnerable communities in the region, with the objective of identifying successes and areas for improvement in public management. The central problem of the research lies in the hypothesis that the implemented policies have not managed to generate a significant impact on the development of the Kichwa community due to insufficient planning and a lack of adaptation to local cultural and economic realities. The objective of the study is to analyze the impact of these policies in three dimensions: social, cultural, and economic. Through a combination of structured questionnaires and semi-structured interviews, quantitative and qualitative data were collected, which made it possible to identify the effects and challenges of public policies in these areas. The results revealed that, while there were improvements in access to basic services and in the promotion of Kichwa culture, productive projects and economic policies did not significantly improve the living conditions of the community. The lack of resources, adequate infrastructure, and program follow-up were key barriers. It is concluded that, to achieve a real and sustainable impact, it is necessary to redesign public policies, involving communities in their planning and ensuring greater adaptability to their specific needs.
