The Constitution of the Bolivarian Republic of Venezuela (1999) established guidelines for the university transformation demanded by the new institutional system, framed within the collective construction of a democratic, participatory and leading, multiethnic and pluricultural society; also based on the values ​​of freedom, independence, peace, solidarity, the common good, territorial integrity, coexistence and the right to life, work, culture, education, social justice and equality without discrimination or subordination of any kind. Therefore, to achieve these objectives, Economic and Social Development Plans, as well as University Public Policies, were formulated in each government period, aimed at the creation of new institutions characterized by free expression, the debate of ideas and sovereign principles with critical approaches to the global influence on education, through intellectual production and social connection that guarantees the development of creative potential and problem-solving capacities in the face of the country's priority problems. However, everything planned during these 20 years of government encountered enormous obstacles as a result of national and international conflicts, such as declaring Venezuela a threat to the security of the United States (Obama 2015), a trade embargo, and unilateral coercive measures that restricted oil sales and revenues, negatively impacting the economy and national income (2017-2019). In addition to national actions such as riots (2018-2019), induced migration, attempted invasion, and assassination (2020-2024), which, among other things, caused the departure of our youth (students) and the flight of talent (professors), significantly affecting the university sector.
